ON ALTINCI YÜZYIL BAŞLARINA AİT ESNAF KANUNNAMESİNDEKİ BETİMLEMELERLE ZAMANIN BURSA ESNAFI VE ÇALIŞMA HAYATI

ARTISANS, SHOPKEEPERS AND WORKING LIFE OF BURSA ACCORDING TO THE DESCRIPTIONS IN THE CODE OF LAWS OF THE EARLY SIXTEENTH CENTURY

ÖZET

Osmanlı Devleti’nin yükseliş sürecinde olduğu on altıncı yüzyıl başlarında klasik ekonomik faaliyetlerin en iyi gözlenebileceği şehirlerin başında Bursa gelmektedir. Ülkenin en gelişmiş ticaret ve üretim merkezlerinden biri olan Bursa şehrinin o yıllardaki çalışma hayatına ışık tutan metinlerden biri Bursa’daki “ehl-i hirefe müteallik” tafsilatlı bir kanunnamedir. II. Bayezid zamanında hazırlanan ve uzun zaman yürürlükte olan bu kanunnamenin içerdiği hususlar dönemin çalışma hayatı üzerine zengin veriler sunmaktadır. Esnaf temsilcileriyle yapılan görüşmelerin tanıklığına da yer verilen paragraflar devrin çalışma hayatının canlı sayfalarını teşkil etmektedir. Ticareti ve üretimi yapılan emtiaya ait fiyatlama Kanunname’nin ana teması olmakla birlikte hammadde tedarik zincirindeki sıkıntılar ve muhtesiplerin görev ihmalleri ya da suistimalleri de teftişler sırasında tespit edilen ve düzeltilmesi istenen hususlar arasındadır. Bu kanunnameyi, on altıncı yüzyıldaki Bursa şehrinin başlıca esnaf kollarının faaliyetlerinin yakından izlenerek esnafın ve tüketicinin sorunlarının sergilendiği bir metin olarak okumak mümkündür.

ABSTRACT

Bursa is one of the cities where classical economic activities could be best observed at the beginning of the sixteenth century, when the rise of the Ottoman State was at its peak. One of the texts shedding light on the working life of the city of Bursa, which was one of the most developed trade and production centers of the country, in those years is a detailed code of laws “related to the artisans and shopkeepers” in Bursa. The issues included in this code of laws, which was prepared during the reign of Sultan Bayezid II and which had been in force for a long time, provide rich data on the working life of the period. The paragraphs that also include the testimonies of the interviews with the representatives of artisans and shopkeepers form the lively scenes of the working life of the period. Although the pricing of the traded and produced commodities is the main theme of the code of laws, the problems related to the raw material supply chain and the negligence or abuse of duty of the municipal police are among the issues determined during inspections and demanded to be corrected. It is possible to read this code of laws as a text in which the problems of artisans and shopkeepers, and consumers are shown by closely following the activities of the main branches of artisans and shopkeepers of the city of Bursa in the sixteenth century.
