FUNCTIONS OF MEDIEVAL SHEET IN AKHISM

Özet
Ahi teşkilatında orta sandıkları, belirli bir gelir ve gider dengesi gözetilmek suretiyle sosyal, kültürel, iktisadi, idari, askeri vb. birçok amaca hizmet etmiş bir müessesedir. Kimi zaman yoksullara ve yolda kalmışlara, kimi zaman misafirlere yardım etmek amacını güden orta sandıkları, yeri geldiğinde esnafların ortak ihtiyaçlarını karşılamak için de kullanılmaktaydı. Ayrıca orta sandıklarından temin edilen paraların esnafa borç verilmesi ve hayır işlerinde kullanılması geleneği uygulamada önemli bir yere sahipti. Özellikle gider yapıları incelendiğinde teşkilatın hangi amaçlara hizmet ettiği ve bunları nasıl başarabildiği anlaşılabilecektir. Böylesine çok amaçlı kullanılmış ve İslami referansları kendisine şiar edinmiş teşkilatın, gelir ve gider dengesini sağlayabilmek için farklı yöntemler kullanması gerekmekteydi. Ahi teşkilat yapısının gelir ve gider dengesinin kuruluş biçiminden harcamaların yönüne kadar tüm süreçlerinde önemli derinlikler taşıdığı aşikardır. Bu bağlamda Ahi teşkilatı, günümüz muhasebe sistemlerinin kullandığı bakış açılarını kullanmış, harcamaları kar odaklılık yerine sosyal hizmet odaklı yapmış ve tüm bu süreçlerde İslami referansları odak noktasına almış bir teşkilat yapısıdır. Bu çalışmanın amacı, Ahi teşkilatında orta sandıklarının fonksiyonlarını incelemektir. Orta sandıklarının kullanımı, özellikle günümüz kamu kurumları ve sivil toplum kuruluşlarının yönetim kademeleri için önemli bir referans kaynağı olabilir. Ahi teşkilatında kullanılan orta sandıkları modelinin daha detaylı irdelenmesi ve günümüz şartlarına uyumlulaştırılması, günümüz finans problemlerinin bir kısmı için çözüm noktası olarak önerilebilir.

Abstract
In the Akhi organization, the medieval sheets is an institution that served many purposes as social, cultural, economic, administrative, military and so on. The medieval sheets were sometimes used to meet the needs of the poor, sometimes used to help the guests, and when needed used to meet the common needs of the tradesmen. In addition, the tradition of borrowing money from medieval sheets to tradesmen and using them in charity seems to prevail in practice. In particular, when the expense structures are examined, it can be understood which aims the organization serves and how it achieves them. The organization, which had been used for such a multiplicity and had adopted the Islamic references to it, had to use different methods to achieve a balance of income and expenditure. It is obvious that the Akhi organization structure has important depths in terms of the income and expense balance from the establishment to the direction of expenditures. In this context, the Akhi organization used the perspective used by today's accounting perspective, has made social service focus instead of profit focus and is an organization structure that has taken the Islamic references to the focus in all these processes. The purpose of this study is to examine the functions of the medieval sheets in the Akhi organization. It can be said that the use of medieval sheets is an important source of reference for the management levels of today's public institutions and non-governmental organizations. A more detailed examination of the medieval sheets model used in the Akhism and adaptation with today's conditions can be suggested as a solution point for some of today's finance problems.
